If I were Bob I would just build a road and send WG after WG to go beat him up. You're right, it won't matter. A WG will get odds even on copper warrior fortified in a city on a hill with good culture bonus. I don't think that situation is salvageable in short, or long term. Once Luchuirp get to a position of having both WGs and adepts they are not possible to stop with anything less than mass collateral.
But to be perfectly honest, this is also Kuro's fault and weedy tech path. It's all good to run a farmer gambit, but if you're not able to defend yourself with anything better than basic ( not even copper! ) warrior on t80 when someone calls you on that, you did something really stupid along the way.

And it should be obvious that a player that chose the Luchuirp in a game where you can have a starting adept will get enchantment mana and try for a WG rush. I'm not one to speak much, because I can be pretty oblivious while playing, but the pick is still pretty obvious.
Plus, enchanted blade is a crazy good spell. The better promotions from FfH really make one small benefit like copper weapons develop into a much bigger one. I used to think that spamming warriors could avoid every rush (apart from the crazy ones like PoW). But at the end of the day, there's still a lot of things that can go wrong if you rely only on warriors to defend yourself.

Poor Kuro. It's easy to get lost in all the FfH goodies and do some  moves. But he has 2 ded-lurkers! Couldn't them put some sense into his head? He was heading for BW, decided to sidetrack to KotE and was attacked. So, he decided to give up BW to tech Arete? That's certainly crazy.
Imagine if the trait change wasn't so crazily beneficial to him (spi/fin/phi!)... Bob would have had a walk in the park.
I'm sotty if I'm sounding too harsh, but, c'mon, building an academy in a city that'll fall in the next turn is hard for me to understand  .

Probably safest to hook up now, you only get upgraded if you (a) walk into a city, or (b) start the turn sitting inside the city. Units fortified inside the city therefore don't get upgraded until the next turn. Which would delay Kuro's counterattack.
