I picked a semi-random past turn to minimize spoiler info. On that turn, if we were last in turn order, we would be profiting $3/turn from our open borders agreements. Were we first in turn order instead, we would profit $12 from our open border agreements. I'm sure the difference is even more pronounced for Mackoti, who built the Great Lighthouse.
It's an extremely significant effect. It's quite possible to sign an OB agreement that (solely due to this bug) gives your partner $7 and you $1, for example.
No one's noticed it because no one really knows (knew) how trade routes are assigned, and because it doesn't affect single player (where you're always player 0). It also doesn't matter in games with lots of players where many people sign OB with many other people. In that case, you don't use internal routes anyway.

Interesting.
So, all else being equal, one would want to use one's domestic routes before foreign ones, if they produce the same amount of commerce. It is clear that these 5-6 player PBEMs would be the first to notice this type of behavior.

Interesting. So would the solution be to always have the game check for domestic routes before checking for foreign routes? T-Hawk et al, does that sound like something which could be done?
NOTE: This fix would have to be a DLL fix, and therefore would not work on Macs.

Yeah, I have a fix handy, and that's the way to do it.

Right now, I'd guess $11-13/turn (compared to going first in turn order), yeah, though I don't know your position so I can't be sure.
