Strength based, but a multiplier for a quadruped. (I think there might be another multiplier in their too, but not sure).
An untrained light horse has 16 str. An untrained heavy horse has 18 str.
A combat trained light horse has 18 str, a combat trained heavy horse has 20 str.
(a reg. pony has 13 str, a combat trained pony has 17 str)
--> don't ask me why pony combat training is more efficient >_<

So about this eagle...
I'll bet any of you 50g that it's Mardoc messing with us to bait out exactly the type of unrealistic responses to a bird appearing in the sky as we're showing

Actually, I would consider an eagle at the start of an adventure to be a good omen, or at least a sign of friendly spirits. My character probably would have written a poem, challenges someone to a friendly duel, or gone off on a quick hunting run, hoping my good fortune would find some small game within the hour.
Only reason I'm not taking the horse is because she gets a bit skidding in the trees. I figure, while im looking for game, I might as well see if there is anything unusual about this eagle. Most mundane case: we find a dead animal or two- useful for at least a day's rations once cooked. I could start a quick fire to dry the meat when we get back, as I didn't bring any salt

Ride is more a "stay on horse while in combat" than knowing how to stay on a horse while getting from A to B

I've no interest in having a large quadruped anywhere near me when I'm trying to sneak up on someone to stab them, but utilising one for transport beforehand (and afterwards) seems like an excellent idea.
