The first round is even 3 settlers 3 workers, but yes, probably another 6 workers before more settlers.
The 3 settlers are for first ring location with tons of food, so I think it's acceptable.
Also, he's got about 3 units everywhere. I wonder if I should single-revolt into Hed. Rule and just do more whips straight up. That's sounding tempting...
Workboat is getting chopped out - capital is doing 2 turn workers and turning all the surrounding forests into workers and a workboat while working all the river grass cottages he threw down.

Pictures to come later, but by the end of T87 (so 3 turns into our tenure) we have increased the worker-force to 13 and have founded 2 more cities. We are two turns away from currency.
In diplomatic news, we've got NAPs with everyone who is close enough to matter, and can take our time signing deals with the leaders.

Whipped 3 workers and 3 settlers in the first round, and then 4 more workers and a workboat built with overflow ( and love the expansive bonus ).

Accidentally hit end-turn before all my signs were in, but I did have all my micro done, so I let it stand.
I got things setup so that I got currency a turn earlier and how does that make a difference! We went from -3 GPT @ 30% to +10 GPT @ 30% on EoT. Next up is Org Religion then a double revolt. Not quite sure whether I should use the GA and save the turn, or save it for later after everything has got itself beaten back into shape. Leaning towards the latter. No need to make too many waves  .
15 Workers, all our workboats built (3).
Added another city as well, so we're at a total of 9. Going to double-whip a lighthouse in the capital, as it's the only unwhipped city now.
We actually took over at T84, so end of next turn (T90) the whip wears off of all my cities except the capital and we do it all again right?
