Civ1 has 322h settlers and Civ2 has 310h settlers? Just a thing probably to double check before shipping the save.
So I've been doing some testing.... there's some weird CivMath going on with settler costs on late era starts. It looks like settlers can range anywhere from 303 hammers to 332 hammers, and it appears to be based on your Leader & Civ, but mostly Leader. I'm going to dig into the XML and see if I can find any explanation as to why.

Is it perhaps a function of the free buildings you get in the city? Therefore an exp leader gets a cheaper settler by a small amount due to no granary boost or ind no cheap forge etc
Might actually balance it more than we realise!

That... would make CivMath sense at least. More testing!

So a spi phi pro mix settler should cost the same as each other. Then it should be slightly cheaper with one of those and exp, but whatever other trait still the same. And then ind and one of those other 3 slightly cheaper again... Is what I would guess and so on.

The increased settler cost in advanced eras does include the cost of the free buildings a new city gets. I'd never considered before that it would include trait discounts, but that certainly makes sense.

That's definitely the case.
Quote:Traits, what buildings they make cheaper
settler cost
SPI/PHI none
332 hammers
PHI/PRO none
332 hammers
EXP/IND granary, harbor, forge
290 hammers
EXP/ORG granary, harbor, lighthouse
300 hammers
EXP/PRO granary, harbor
310 hammers
EXP/PHI granary, harbor
310 hammers
ORG/PHI lighthouse
322 hammers
That test was all done with the same civ, and one of my other tests showed that different civs might have a slight difference. Probably something to do with a UB cost being different, I was dumb and didn't note down which civ was different.
So I guess I'll just figure out the settler cost for each of the combos and post that alongside each one, to add to consideration. But basically, if they get a bonus on a 'free' building, their settlers get a discount instead.

Been a while since we had to learn as we go around here. Fun!
I've got some dirt on my shoulder, can you brush it off for me?

Carthage has the more expensive cothon - probably them. Or perhaps if you get a good UB (like an Inca terrace for free culture) you pay a bit more?
So basically org gets 10 hammers off,
exp 22
Ind 20
Interesting. I do prefer that to a set settler cost, makes it better!

All the players in this game are pretty experienced, mostly good reporters, and happy to answer questions. You might learn more seeing different attempts on this start.
You make an excellent point -- I was thinking from the perspective that people seem to want some sort of backup, but it seems that community norms already exist for providing backup if someone's going to be away from their Civ computer.
