To expand upon my thoughts, I think the governor system is interesting. Although most people will go Magnus first with promotion soon, there are lots of options available. If you are rushed, go victorx2 next. or beeline Pingalax3 for the 100% great people. Reyna if you want gold. Amani is really good early also but no one seems to be have bothered to get her besides me? Also Magnus makes more civs viable because of the 50% for early district chopping. Without Magnus, unless you are playing a base game civ with cheap districts, you are going to struggle because now you need to adhere to the district discount bonus more than ever. Also i like that R&F makes expansion much more easier with ancestral hall and faith buying settlers and builders. The golden age system i think is interesting and not explored more.

On the other hand, I immensely dislike how the government plaza counts as a specialty district and really messes up the district discount mechanism altogether. The one feature om R&F that could break it for me is the emergency system so we will see.

Well it never did occur to me because I dont think that pindicator was at war with anyone. I will check next turn. Maybe its something he had in mind for a while?

Holy site built. Still no cheap districts, which confirms my thought that you need to tech something on a different turn than when you build a district to reset the district discount system. Not sure what to build in Dong-mae so I guess worker to hook up banana, grape, and chop out the jungle in TOA site?
Worker in capital will actually chop out the jungle to speedup the project.
TAD adopted classical republic. I guess he doesnt want to war all out? Did see that zanzibar would a be 2nd ring city from his cap. We will see how he reacts when I settle forward cities to zanzibar and put encampment and walls in them. Pindicator took the very nice cattle spot S of TAD's 2nd city.

Here is some district planning, which I think its the toughest part of civ6, and getting it wrong could lead to long term repercussions. The northern most city will build the entertainment district it since it doesnt have enough hills to justify building a Seowon. Do need to build entertainment districts for the discount mechanic. The southern most coastal city, that doesnt have to build an encampment, will build the IZ

TAD planted his own homegrown city to get to 6 cities and here I am still waiting for my AH to finish. Used Myst to change civics to settlers and builders for now. I wonder which is the better strategy, conquer CS and heck with district planning or a more deliberate districting planning approach.

TAD offered a DOF. I dont think so in case he attacks pindicator or decides to forward settle even further. Did see a barb camp just outside Zanzibar so sending units to clear it. Pindicator has a tall cap. Reminder to change ilkum to UP next turn when the completed AH and oligarcy legacy allows me to change civics.

So he wants to take this city spot and Kandy? This is not ok. How is he getting these cities down so fast? Does he have AH already built? Right now I am on the backfoot but we will see for sure. Scotland is definitely the target of a knight rush or musket/hwacha push.

This play is getting really annoying. Let me settle those cities in peace or else I might fancy chopping out horsemen instead of settlers. Didnt this team learn anything from PBEM12?

Moved out to city site with army.

T81
Founded city, moved worker to chop jungle for encampment. Instantly started moving Victor. Threatened a 3 on 1 on the top swordman on the western front. Moved 4th sword back because of Scotland's army from north. Begged pindicator and suboptimal for loans. Hui-seong able to work a crab is important for my GPT.

T82
Pindicator gave me a loan, suboptimal didnt. Oh well just needed 1. Bought encampment tile and upgraded warrior. More positioning with the #1 goal of avoiding a 3 on 1 and maximizing support bonus.

I got the inspiration for defensive tactics but his attack didnt do much. Killed 2 swords on the western front although the sword on the stone tile has an excellent chance of dying. My 2nd scout did see that there is no other units in front city. Moved worker out of way. probably will have to chop jungle or the hill behind the city to finish encampment. Felt safe enough there to move Victor to Hui-seong. Did decide to change civics next turn. Probably will change agoge to manuever. Capital has enough production to 1 turn a horse and will probably have to chop out horses in Ae-sin. Will finish walls in Hui-Seong in 4 turns and finsh recorded history next for the 2nd promotion to Victor. Biggest worry is Scotland pillaging the horse tile. Anyone know if production ends in your turn like civ4 pbems? Hate to see production disappear.
