I suspect you're asking OH, but anyways: with three food resources at the cap I'm pretty sure that you'd want to share. Crab/ wheat isn't as awful as on the sheep, but still slow, as you have to bring the worker and farm while working bad tiles, and then the dry wheat is still just 4/1/0, and after growing you are back to working a bad tile unless you whip the workboat which then has no immediate use (because you're back to size 1)
Edit:ok, WB should be chopped. Still worse than 2N of deer imo

With the caveat that copper will change everything:
If wheat/crab was on a lake it'd be a nice city with wet wheat and 3f crab. But it's not a lake, so it's only okay: you chop out the wb then farm the wheat while the city grows and it does fine. But I'd take the boring option and go 1S of cow as my second city. It settles a turn earlier, has a 6 foodhammer tile, works rice while cow is improved and it has a couple of new forests to chop. It can whip pop from FIN lakes and is in the direction he wants to expand fast.
My next city would either be SW of wheat to share deer with the cap (and the dye, which needs to be cottaged), or on the sheep to get that border established.
Going back to Bob's thinking - if I were Bob I'd assume Rusten settles for gold/pig/clam first, then will try to claim the sheep with a second city. They have IMP and Bob has nothing to speed the start, so he won't beat them to sheep/gold unless they have a better city to settle or he settles it with his first settler. The problem with that is that Rusten isn't an AI who will be happy with that until some counter ticks over and he's unhappy. Rusten will see the long supply lines and poor quality of the city as a Kick Me sign. By settling the cow city first you can back up the plant with units, or even burn an Aztec city that stretches to get that site without enough military.
For the city itself the sheep is only a 3-food tile, so it doesn't beat the floodplains around it (which can at least be 4-food tiles) so settling on the sheep is probably as good as taking one of the tiles around it. But as a second city it'll be way behind the curve, a single 6 foodhammer tile outperforms a bunch of 4 foodhammer tiles until the city is pretty big, and those floodplains will take 7 or 8 turns to farm.

From Bob's recent shot, copper is S of the cow. SE of cow looks really strong (I even like the peak for early vision), but Bob is still going ahead with the sheep hill. Hope he can hold it.

First ring cows, copper and floodplains. Shared wet rice. 2 more floodplains, furs and plains hill sheep in the outer ring. And a lighthouse-able lake.
3 tiles need roading to connect to capital so easy to support plus copper connected early for defense.
Excellent 2nd city site.
vs Gold + 4 FPs and a long road to connect, no copper before t51
I think this is a huge mistake on Bob's part.

I think the BC/AD divide in RB Civ history pretty much boils down to PB1. Prior to that, this was a SP variant Civ community. Tons of new faces showed up once it grew into a publicly reported PB/PBEM community.

When was that? It was a few years for sure before MP hit RB...although there was a Ladder league that was pretty active from launch.

I find it amusing that the first draft of starting positions had each settler starting on a coastal sheep plains hill with an option to move and settle turn 1. Commodore thought it was too gimmicky, that nobody would settle on a sheep plains hill. Bob at least warmed my heart to seeking out a Sheep plains hill to settle on

PB1 wasn't until late 2009 - a good 4 years after Civ4 released and after 99% of Adventures/Epics/SGs were complete. Development for the game was long done - it was played on 3.19.
