I checked in our sandbox, and a city 1S of the desert tile would also get an instant trade route. So if we go for a religion it's just settling one turn sooner and redeeming a desert tile that speaks in favour of a city on the desert.

Only 2 turns until BW, crossing our fingers for visible copper!

I think 1S for sure then.

I'd also say road 1SW of the capital next turn. Hooks us up to the river (we aren't already, correct?) and we're also more likely to come back and improve that tile than we are the one 1S.

Yeah we need to hook up the river, but we'll road the flood plains next regardless. The plains is more likely to be improved later, but a grass road may be more convenient if we're settling a city on the bananas.

If we have copper I think that's another reason to go religion next, as we need worker turns hooking the copper too.

I went with roading the plains sw of the city. A road there is also needed for quick passage to the desert spot, although it looks like we won't be settling on that tile unless the location of copper dictates it.
