I am fine with the WPC proposal.
On the point of scouting:
Remember that we were not really surprised by civplayers landing the Oracle, because of our C&D numbers. As kjn can tell you getting those numbers match up becomes increasingly more difficult with each turn. Every city tile we defog will help immensely constraining the system kjn has to solve.

But either way I imagine we'll have to change our C&D efforts eventually to tracking graphs and using Alphabet to track techs.

Regarding our border agreement ideas, we will be settling a city that is around this area very soon, which is why we wanted to open up discussions again. This city will have the Oasis in the BFC. We respect this halfway-point landmark, however, so this is as far West as we will settle.

That sounds like there is something delicious east of the oasis, but we are not going to settle that area probably anytime soon so it's reasonable for them to have it. We can later take that city by force! hammer

They clearly want to stay on our good side with the opening paragraph.

Sucks that we won't be getting control over the Oasis. Oh well, make up for it by taking land from our other neighbours.

Well, if CFC settle the area around the oasis before us, we can't stop them - they will beat us in the settling race.

That said, I'd like some clarification on what they mean with "oasis in the BFC". I'd like to make sure it doesn't interfere with a city by the banana and spices or by the southern corn.

Here's how I read it:

1E, 1NE, 2E, 2E1S of the oasis: OK
1N, 1SE of the oasis: not OK

Well, in theory, they could settle on the oasis "column" based on the current deal.
That they inform us about their city placement is a good sign.
And there is nothing we can do to prevent it. And we shouldn't. We have a deal, they are obeying the rules and they even informed us about the city placement. Fine.

We should discuss how we want to handle the no-scouting option here. I am in favour of scouting out their territory. Obviously for C&R reasons but also because we can't wait for airships to reveal our neighbours land.

And if we surround ourselves with no-scouting deals, how are we going to meet the remaining 4 civs?

Given that they're asking us about the city, it makes sense for them to let us make the scout/no-scout decision. We're in a short window here where we could ask favors of them probably.

Yes, first thing we want to do is figure out what part of the Oasis they'll get. I'll ask them exactly where in relation to the Oasis they plan to settle.

One thing - tomorrow afternoon I'll be headed out of town for Thanksgiving, and I'll be gone until Sunday night. It might be good for someone to function as temporary diplomat during that time in case a message needs a quick response, as I won't really be doing any of this stuff during that time. Any volunteers?
