Woohoo! We should talk with TEAM about an NAP so that we can pass on Connstruction and head for Civil Service and bureaucracy.

I took a look at the game. I think we have a legitimate chance of clawing out of last place if we are left in peace (and maybe get a bit lucky).
Swapped a citizen at Maracaibo to the newly completed horse pasture. Havana is out of cottages to work so the newborn citizen is assigned to scientist. Do we want to keep that? If we put our next citizen growth into another scientist we can get a GS in about 20 turns (Academy + Bureaucracy). I think we should do that since it'll be a while before we can get more cottages up for Havana.
If it's alright with you I'd rather have you keep playing the turns for now. If necessary I can fill in.

Great Scientist at Havana? Let's see, Port Royal doesn't have a Library, want to keep growing Barbados, Santiago and San Juan... yeah, Havana will probably be the best place. We'll probably want to complete the road network after the cottages.

Another issue I noticed but forgot to mention ... We're into -1f for unhealthiness at Barbados We'll have wheat from the new city soon though which will give us +2 with granary.

I was going to edit the last post, but i've remembered a couple more things.
—We should relocate our axe/spear pair from the gold hill over to the corn so that we are within range to reinforce both our border cities if necessary. Not a paranoid move, just preparedness.
—Do we want Construction next? Confucianism is already founded, but if we go Code of Laws > Civil Service we'll need about 5 more turns of gold to power through both, and then 11 turns of research. This will get us into Bureaucracy for our nice capital ASAP and times about when our GS will be born.
Our current NAP with M3 expires T130. I think that we should send off a message to TEAM now proposing an NAP on that border. If we say 25 turn (until T140) that is long enough to be effective, short enough that we don't seem desperate, and spaced 10-turns apart from our agreement with M3 which means it will be difficult to time and attack without revealing their intentions by not renewing the NAP.

Melaka was founded as planned. Wheat is obviously being farmed. For Barbados, should we whip the Market? Whipping out of unhappiness in exchange for whipping away 4 cottages. I think we should wait until Size 11; we'll be out of cottages at Size 11 anyway. I sent the Workers at Maracaibo to chop out the Library.
I queued up another Worker in Havana; we don't have any more tiles to grow onto, so why not? We have enough cash for Construction/Code of Laws/Metal Casting. I think that if TEAM doesn't take the NAP, we get Construction.
I think if TEAM takes the NAP, we should take Metal Casting over Code of Laws; 50% bonus hammers on buildings is very significant.
I had another thought of pushing out the Great Scientist with a quick swap to Caste post CoL, but Forges are probably more important.

NOTE: earlier in the game, TEAM suggested CCing Lewwyn in diplo emails for quick response. The turn just rolled to them, and if we don't get a response by the time they play I suggest sending a copy of the message directly to Lewwyn.
Metal Casting next would be alright, but Bureaucracy should come soon afterwards.

Turn played. I forwarded the NAP message to Lewwyn. Since we're still waiting on TEAM, I stored cash again. We could whip a Library in Maracaibo, but since it's a new city and we aren't getting much commerce from it yet, I didn't see the need.
