Personally I wouldn't call it really weak, I'd call it the way the seer is supposed to work. Secret-Seer network version is super-powered. It wasn't seen in WW1 because the seer died early, and wasn't seen in WW2 because there was a devil to balance it, who caught the seer relatively early too. But when it gets going it's game over for the wolves.

To be explicit about the communication limits, "No PMs" also includes no emails, chats, or any other form of conversing with other players about the game, correct?

I have to ask: Is the fool really necessary if the seer can't contact anyone? Or perhaps better put: Why is a fool necessary if the seer is limited to public communication? Surely as soon as they "out" themselves, they're eaten, so it won't work in any way that they can just pick off wolves 1 by 1.
I've got some dirt on my shoulder, can you brush it off for me?

Well, there's a baner, so a publicly revealed seer isn't necessarily doomed to get eaten that night. The fool role means that there's more ambiguity about the nature of someone's true status should a player role-claim early on.

Ouch, that throws a serious kink in the works for Sareln in terms of balance. Bruindane was the 24th signup, which allowed Sareln to add an extra wolf and close signups.
