We are neither. The best time by far for us to get our great people is when we are in a golden age.
This is the point, really. It would be criminal negligence not to produce the GPs that we want during a golden age. Getting our first few GPs out during a golden age instead of from a National Epic city tens of turns later will have a huge snowball effect.
Can we get Monarchy before revolting, or at least before Philosophy? Maybe.
Do we need Pacifism during the golden age? Ideally, but not at any cost.
Do we need CoL and should we run Caste System during the golden age? Definitely. And yes, this means running max specialists in a select few cities, maybe starving them down a few sizes, too.

How about:
* We tech Monarchy before revolting, and revolt to both OR and HR.
* We trade away our copper so we can build some warrior military police.
* We tech meditation and build a monastery in AO.
* Then we get Code of Laws and Civil Service
* We start the golden age and revolt to bureaucracy.
* In the first 5 turns of the golden age, we tech philosophy.
* On the 6th turn, we revolt to caste system and pacifism, and stay in those civics for 6t.
* On the final turn of the GA, we switch back to slavery/OR.

Let me put it another way, what will we use those extra great people for?
If we want another academy (say in Gourmet Menu) we can knock out most of the GPPs required during the GA, and then get the last few via 2 library-scientists, even without using Pacifism.
Two cities running 5 caste scientists each in a golden age will generate 30 GPP/turn, knocking out the first one in 10t, and getting to 360/400 in the second city.
If we can get to Pacifism before the GA, then we get 45 GPP/turn and will get 3 GPs, provided three cities can run 5 caste scientists each. What will we use the extra one for?
Then we have the option to tech Philosophy and adopt Pacifism during the GA, say getting HR and Caste on GA-turn1, and then adopt Pacifism on GA-turn 6. That will give a GS on GA-turns 9 and 11, and 450/500 in a third.
But I want to stress that simply saying more GPs does not necessarily equal better. Each GP carry a cost in that they make future GPs more expensive, so we need to make sure that we can make good use of those we do get when we get them.

Our next great people in the golden age will cost 300, 400, etc. Suppose we are doing the plan above (6t of caste/pac, with unlimited specs worth 9gpp each) and aim to produce 3 of them. They will cost 34, 45, and 56 spec-turns respectively. How easily attainable is 56 spec-turns in 6t? Well, if we start with a size 12 city with 22f in the food box, that gets us there automatically. Just work 100% specialists, lose one population every turn but the first, and we will get 12, 11, 10, 9, 8, 7 spec-turns, for a total of 57. So that's trivially easy if we are willing to dedicate a city to it. Of course, if we start with more than 12 pop, we don't have to starve away as many in order to reach our goal.
To me, this city looks ideal for producing our most expensive great person:
(Not BxB, the new one with all the FPs.)
Just farm everything. 20t later (which is the relevant timeframe) it's size 14 and growing almost a size a turn. At size 14 this city can just straight-up work 8 specialists without starving, so it wouldn't even be a big deal to do 500gpp. (In fact higher numbers would be fine, but would place a strain on our other cities.)
I actually would prefer to farm this anyway by the way because cottages on the border are a somewhat worse investment, and we could use a couple food cities.

We are already near the part of the game where great people attain peak value. That is the part of the game where techs become more expensive than a single bulb can handle.

Just want to point out that we are not even sure we will get that city "West City". I know it is just speculating and mid term plans for now. But for concrete plans I suggest using cities we have settled already.

Yeah, that's a decent list for later in the game. I was thinking about our very first golden age, circa T120-T135 or so.
Then I assume we will want to do a second set of golden ages - preferably a triple one with the Taj Mahal, but that's getting far ahead of ourselves at this stage of the game. That said, a trade mission could be a worthwhile task for a third great person (though I think we might want to do the great merchant second, if we only get two GPs during caste, and will have to rely on building-enabled specialists for the last few GPPs).
