I recently noticed that there are some differences between the unrest given in the 1.3 patch notes and the strategy guide. Upon testing, neither appears entirely correct.
For example there seems to be no animosity between halflings and trolls (as the SG claims) and +20% unrest between high elves and orcs (as per patch notes... sort of, as they're inconsistent with themselves).
Is there any easy way of getting this data directly from the game? The other entries I checked were in line with the OSG but I'd rather be sure.

kyrub said this data is easily available with a hex editor, and that it can also be easily edited. Don't recall where, though

Apparently, the High Elves/Orcs entry was the only error in the OSG (given as +3, should be +2). Much ado very little, but the confirmation is nice to have.

I donât fully understand how to predict if the next citizen will rebel or not. I know racial table, tax penalty. Whatâs the exact formula? How is fame used?

If I understand it correctly, every point of interracial tension gives you another 10% unrest in addition to what you get from taxes. Then anything that reduces it gets applied - garrisons, buildings, spells. Fame doesn't enter it afaik (it does, however, reduce your unit upkeep: if fame < total upkeep, 1 more fame = 1 more gold per turn)
