Yes, given the current map info. We want our first cities to be high food so they can support two scientists. That will leave some filler cities for later, but these can then borrow one food resource from the powerhouse cities.

It's not that hard to manage. Farm the corn, 1-pop whip a granary, 1-pop whip a work boat, 2-whip a Library with max overflow into Moai, work fish, corn, two scientists and stone while building Moai, whip a lighthouse when growing past size 5.

5-2-1 (StM), 3-4-1, 4-3-2 and 2-1-1
