Apparently, we'll get 0.67 * (500 + 3 * 200) = 737 gold regardless of which foreign city we choose to do the mission in. To get above this threshold we need to find a foreign city that has a Harbour, Customs house or ToA, or is above size 10, or we need to grow our own capital larger than size 10 and make sure to choose a target city whose tile distance to our capital is larger than the size of our capital.
Confusing? Well the executive summary is that for this merchant, any of StMs cities will suffice.

I double-whipped a library in Trading Post for some decent overflow into Moai Statues since it was just working a couple of coast tiles.
Lots of stuff happening here. Circumnavigation will hopefully be secured next turn. The settler makes its way towards "or here", a galley drops off a warrior on the NW island and heads off to explore the far side and some workers road down to chop the granary in the new city. The workboat heading across can net the clams too.
Our Great Merchant hops onto the galley to head over to Shoot's land. His workers have roaded that tile now. Meanwhile, off-screen, our other settler heads north of Gold Rush ready to found another city, whilst the workboat hands around waiting for the clams to come inside our borders.

Hmm, we didn't get a message to that effect. But we have defogged every x-coordinate and every y-coordinate. So I expect a message at the start of next turn then.
For the record the settler north of Gold Rush was headed to the western isles. But it's a bit late to turn around now, perhaps.
The island where our circumnavigating workboat is looks tasty - we should secure it ASAP. Maybe ship the settler at the Or Here dot over there instead?
As noted, we need more settlers. I suppose Cash Cow, Investment, Gold Rush and Pyramid Scheme could all produce one.
Oh and our tech rate is sick. Next turn we'll have discovered five techs in five turns.

This is the island (bottom left). Should we tell Darrell that we want it? It's roughly equidistant between Rego's and our capital, but closer to our mainland.
I think we should go ahead and settle on "or here" since it secures that area and gives us greater claim for the SW island.
I hadn't realised that the other settler was heading over there but it gives our workboat something to do. As you say, we can easily produce some more settlers, which we can do in numerous cities. I'll leave the next turn for you so that you can choose the best places for this. I won't be around much until Monday afternoon anyway.
We haven't explored those western islands fully yet. I'd like to see where all the seafood is before settling them - our galley will soon be round the NW island. Feel free to contact darrell about the SW island.
Impressive work from Kyan, although a bit of a gamble, unless he managed to dissuade everyone. We got some goodwill there for our discretion. It may paint a bigger target on Kyan's back anyway. Good to have a distraction. But yeah, our research capabilities are crazy. I do like backfilling techs and rolling over the research overflow.
