The only changes in Ruff's file are the background color and the font face, which are certainly OK.

And I think I can explain why the font face isn't working for you, Ruff. You've got "Vendana" in the file, but the standard Windows font is "Verdana".

Herewith is my request for approval of manual edits of Civ4Theme_Common.thm in the following sections: "with .Color", and "with .Font". Only individual values were edited, not the structure of the code.

I'm verifying these by doing a file-compare against the original to isolate the changed values. I'm not testing them in-game, so if I catch a bug like Ruff's font spelling it's just because I happened to notice it.

Just to add some justification my play sessions have increased by 25% at least since I made these changes. The reduction in eyestrain and overall fatigue is tremendous.
