Basically, the waiver order is set each week in reverse order of your record. I
believe to start the season it starts in reverse of your draft order (10th pick gets 1st dibs on waivers). I think ties get broken by the person with less points... But the gist of it is that the waiver order is determined by worst record getting precedent.
Immediately after the draft, all players are set as "on waivers" - so you can't just grab anyone undrafted right after the draft. When a player is on waivers, he is on it for like 2-3 days (I think 48 hours but I need to check on that). During that time, any team can put in a claim on that player. If you make several claims, you "rank" your claims in order of precedent.
So for example, let's say we have a 4-team league (just go with it), and TeamA has best record, TeamB 2nd best, then TeamC and TeamD. So waiver order is:
1. TeamD
2. TeamC
3. TeamB
4. TeamA
So in this case, the waiver process looks at TeamD. If D puts in a claim, they get that player, and then move to the bottom of the list. If D put in several claims, they get the top one on the list (you prioritize your claims if you make several) and then move to the bottom. Then the system looks at C. If C made claims (on someone other than who D just took), they get the top guy, and move to the bottom of the list. Rinse, repeat.
After that waiver period, all players unlock
until they play their next game (so a guy with a Monday night game isn't locked Sunday, for example), at which point they lock. Starting Tuesday morning, the waiver process begins again, with the order being reset based on record again.
