And he has Monarchy since AD1420/30 but has not adopted HR yet. No clue why he has 17 pop then, if he simply grows in unhappiness or if I am missing something obvious. It's kinda sad because I have seen now several times that players had bigger cities then I managed but I could never find out how it was done.

I had extra happy for a long while actually. Gaspar was trading me two extra luxuries one of which was giving extra happy through the market actually. When Gaspar declared war it broke the trades, but this was later in the game. By that point the city had already grown really large. I just didn't whip it down or anything.
