State religion necessary for Spiral Minaret?

Question: must one have a state religion in order to benefit from wonders like the Spiral Minaret and (in Warlords) the University of Sankore?
(I've been assuming that this is so, but I want to make sure.)

Yes. Spiral Minaret does nothing (except its culture and GPP) if you have no state religion. I don't have Warlords but I'd presume that Sankore does the same thing.
