No, the poster isn't a complete noob, as he says he just likes fooling around while waiting on GvG. There's even a rule or two they have to follow.

Alliance Battles is a fairly casual PvP mode that I've found hard to lose when you have an organized capping team together on Vent. We could up the challenge and fun of such situations by trying out some crazy things there. Partly for the novelty, partly for the extra coordination we need to develop to succeed, and partly for absoutely astounding your teammates and opponents. (Much like NMs did in D1 pubbies)

I tried conjure with my ele and, at 18 mastery, it was adding 28 damage, which is quite a lot along with the wand damage. I'm not sure that's very debilitating on a variant scope. Maybe if we had tried this before the conjure buff, but whatever, I'd be game to try it sometime just for kicks.

18+28 = 46 x 4 = 264, 3 waves of that on Frenzy can take something out*! Count me in. :P

*With conditions including, but not limited to: zero healing from enemy, zero protection from enemy, enemy is dazzled by colorful balls and stands still to catch them all, and many many more.

It'd be funnier if the enemy caught on and tried to blind us. Blinding casters ftw.

I like it, but it feels like Glimmering Mark and/or Thunderclap belong in the build, as the air equivalents of Mark of Trogdor. Perhaps a variation with two air wand users instead of 2 fire wand users? Storm Djinn's in place of Flame Djinn's? Might be less effective (or even overpowered . . . ), but I think it would fit the ridiculous spirit of the build.
