BTW I'm testing the 1 on 1 chat feature this turn by sending each of you a message(except for those I don't have contact with yet.)

I am finding the ingame chat to be extremely unreliable (as always). To try and promote a greater reliability but without going beyond that which was originally voted upon, could I tentatively suggest something like:
You may take a screenshot of the ingame chat box and send that via e-mail to the intended recipient. Personally, i'd prefer regular diplo although perhaps restricted in length? However, the above option ensures the original intention is still there but I don't get handicapped by a wacky poorly implemented system that regularly chooses not to deliver my messages.

It also ensures I'm not spending hours outside of the game hashing out deals with people over chat/email.

That is my understanding. What about:
-No more than 1 diplomatic message to each opponent per turn.
-Each message must be of no more than xx characters.
That should fit with both the intention and fix the reliability issues. I didn't receive your chat message ingame.

Just a quick headsup that my modem was busted during a powersurge this morning so i'll have very sporadic bits of internet access till the new one gets delivered. Telstra says 6 working days
Also, general agreement regarding the diplo just emailing screenshot of the in-game msg, or a limit of 1 msg per turn would be the same result?

Either of those is fine by me. I vote against having a limit on the # of characters; I don't want to deal with the bother of counting these / editing messages to make them conform. I say we just all agree to stick to the spirit of the diplo limitation (short messages, can't hold turns waiting for replies, can't send screenshots).
