Well if my experiments are right, we're all heading inexorably for a war with him anyway. Certainly, everyone who isn't planning to hug fungus will be hurt by the Gaians irresponsible stirring up of the Planet Mind.
On behalf of people who prefer people, and not vacuous drooling mind worm hosts, we are going to need to kill him.
Effectively, the Flowering Counter works sort of like the AC counter from FFH, in that boosting it makes you an enemy of the world. Or at least, those parts of the world with a negative planet rating. Boosting it makes the Mind Worms spawn more often, in higher numbers and be better in combat. Running Voice of Planet religion, spreading Xenofungus and breeding native life, and creating Transcends all boost the Flowering count.
I have severe doubts that a Planet with Gaians can ever be made safe for human settlement. Even those people the Gaians ally with will be hurt indirectly by their strategies, or forced into a planet hugging strategy that the Gaians are just *better* at.

Please friends, this is exactly the sort of talk which led to the destruction of Earth! Let us not pick fights with the most advanced, largest military on Planet, lest the collateral damage from the senseless annihilation of Chairman Yang's pathetic conscripts encourage Planet's most deserved wrath.
Also, you may wish to check your calculations, Herr Doktor. My peace-loving faction receives no particular bonus to running a sustainable orange economy, and aggressive Mind Worm spawns are tied to you personal relationship with Planet, as opposed to the FC. Where did you receive your degree from, again?

Native Life more aggressive in seeking targets.
Native Spawning is at +500% frequency.
Improvements take +200% time to improve.
Flowering Counter increases are bad for everyone but worm huggers.

An absurd example. It takes forever to raise the FC that high. If you are so afraid of a few worms, don't allow your relationship with Planet to fall into the red. That's when Worms spawn within your own borders.

Worms spawn outside of borders too, and then will aggressively push into bases.
Every point of FC:
Gives +0.5% strength to Native Life.
Gives +5% to spawn rate.
Gives -2% to time to settlement improvements.
Do I want any of those things? No.
If we burn down all the fungus, this planet could be a new Eden. We can make this planet a shining scientific wonderland. Frankly, you are in the way. Your dangerous worm centric propoganda makes you not just an enemy of progress, but a traitor to humanity.
Mind worms=Bad. Humans=good.
