Yeah, true... but it could help a lot in the early landgrab with super fast expanding borders. And cheap Libraries in the early game.... but you're right, it might be overkill....

I am with Shoot and vote Pacal

I still think Inca means we need an EXP leader and whomever we get will be inferior to Pacal+anything. I also think extra happiness from a UB can be very good, as in Ottomans, Maya, or Byz and one of them will be available.
(Willem of Maya sounds also nice, but unlikely to be attainable.)

That being said - it seems kind of silly to pass up the best leader in the game with FIN and EXP at his fingertips.

On a water-heavy map, not taking Fin feels like shooting yourself in the foot. As powerful as half-price Terraces are, it still doesn't come close to base 3c coastal tiles.

I doubt Pacal will still be around on the return pick, so one of Mansa/Darius/HC would be my preference.

And since we're guaranteed one of those four leaders, we'll do very well with claiming Inca first.

How do we know the map is water heavy (some water sure but still)? Also if we don't take a FIN leader we can always try for GLH or Mids as a economy.
