Using the Pitboss program will load a modded savegame without doing the assets check. I'm not sure whether or not saving the game from it will recalibrate the assets check to use a new DLL. Anyway, my usual method has been to put in a temporarily patched DLL to make whatever change is needed. Then restart Pitboss with the original DLL in place and load/save again.
That "kicking screen" is the usual interface for the Pitboss host. While that is running, any Civ client can connect to your Pitboss host to enter the game and play their civilization.
Anyway, sounds like you may be able to work around it in hotseat mode.
