If. I was in NoGas' position, I would have done the same thing. It's just not worth the risk.
Merovech's Mapmaking Guidelines:
0. Player Requests: The player's requests take precedence, even if they contradict the following guidelines.
1. Balance: The map must be balanced, both in regards to land quality and availability and in regards to special civilization features. A map may be wonderfully unique and surprising, but, if it is unbalanced, the game will suffer and the player's enjoyment will not be as high as it could be.
2. Identity and Enjoyment: The map should be interesting to play at all levels, from city placement and management to the border-created interactions between civilizations, and should include varied terrain. Flavor should enhance the inherent pleasure resulting from the underlying tile arrangements. The map should not be exceedingly lush, but it is better to err on the lush side than on the poor side when placing terrain.
3. Feel (Avoiding Gimmicks): The map should not be overwhelmed or dominated by the mapmaker's flavor. Embellishment of the map through the use of special improvements, barbarian units, and abnormal terrain can enhance the identity and enjoyment of the map, but should take a backseat to the more normal aspects of the map. The game should usually not revolve around the flavor, but merely be accented by it.
4. Realism: Where possible, the terrain of the map should be realistic. Jungles on desert tiles, or even next to desert tiles, should therefore have a very specific reason for existing. Rivers should run downhill or across level ground into bodies of water. Irrigated terrain should have a higher grassland to plains ratio than dry terrain. Mountain chains should cast rain shadows. Islands, mountains, and peninsulas should follow logical plate tectonics.

Yeah, that's the kicker. Just slowbuild some Phracts during the last couple turns of the Golden Age, then start doing a steady stream of 1-2 pop whips on them the moment it ends. Not like Mist has anything else to build in the meantime.
And hell no way should anyone dry-whip Phracts. Population is precious. You want to squeeze out as many hammers out of them as possible.
From my spoilt perspective, I would say invade mid-way through your mobilisation, while the target is mid-way through their own defensive mobilisation. That was our (Yuri and my) logic when facing Sian. We didn't play well, but we wanted to invade and start reducing my opponent's productive ability asap. This is even more important in this case, Dave 100% knows he's the target. Yuri's already dead and he knows it.

Ichabod really should have Stables, because there is a long-enough gap between Horseback Riding and Guilds that you should be able to afford them without hurting your timing window. Then again, a previous report mentions having Shock Horse Archers, meaning that Davey probably made a mistake.
So now the question is: does Ichabod mean Stables, or Hippodromes when he says Hippodromes . I've always found Stables and Forges to be some of the trickier buildings to spot in cities. Granaries, Libraries and Barracks are extremely distinct, even across different cultural graphic styles.
Also, I'm surprised that Dave isn't sentrying the gap south of Tuchanka. It's good form to have some kind of sentry in your blind spots along your frontier. If Mist can get a decent sized stack there, he could basically render all the fortifications at Palaven and Irune null.
