That's just a normal public diplo thread with a fancy name, isn't it? To be able to join the council in-game someone would have to tech Planetary Networks and build Planetary Council wonder ( you'd see that in the log and you did not mention this ).

In PF1 we just use it as a public banter/diplo place with no requirements to enter.

It's just a name for a public diplomacy thread, rather than being tied to the council at all. In PF1, contact is not required.

I think it's quite an interesting idea to have a public diplomacy thread tied to joining the Council though! The Council is a little meh, giving it an out of game diplo advantage would boost it a little while also sticking with the fluff.

Custom metagame resolutions could also be fun - ie. approving tech trades or inventing new rules (kind of like in Nomic).

A good year. I promoted 4 tanks with anti-artillery to improve their odds from 78% to 92%

Not displayed: 18 GPP worth about 100 beakers in bulbs per turn. If I'm lucky enough to get a streak of Doctors (30-50% chance) I might have an army of Invitros in 20-odd turns.

Trained first Genite. The tanks heal up after the battle. Domai is probably busy fighting worms. Note to self: build a Hydro Plant in Fort Superiority.

Prometheus Institute founded in Fort Superiority. I hired another Doctor there.

If it's a Great Doctor I'll bulb Cloning, the Scientist I'll keep until he can bulb Magtubes.


Unrelated: In a test game I accumulated 67+ generic GP points and it turns out that no GP is born until there is at least one specific GP point in the pool.

In this case a Great Doctor was born after hiring a Doctor and the GP that accumulated above 67 were carried over for the next Great Person.

Hall of Industry has got a bunker so there will be casualties. Before I attack the base I need to take care of the worms east of it. Or approach the base from NW so that the weakened attackers don't fall prey to the worms.

The GD bulbed most of Cloning - the remaining few beakers were researched EOT.

Next to the selected stack I have a chopper, a genite and a tank. Domai flashed another stack (mouseovered) but it should be unable to hit my troops next turn if I park them on lowlands NW or N of Hall of Industry.

Year 2171

Adopted Police State and Power. Dropped defense of Hall of Industry from 50% to 25%. Domai's colony pod appeared escorted by 2 tanks (top-left corner of the screenshot).

Year 2172

Both cities start building Cloning Vats (+1 doctor slot). Defense of HoI dropped to 0%. Killed Domai's Colony Pod before he founds a crappy city that I'd have to support.

EOT: A mind worm froze my former, I think I'll delete it, I've gotten an extra former from Domai's colony pod anyway.

It turns out that you can move troops straight from a ridge into a lowland base.

I the odds on attack from the mined highlands NE of the city are decent enough next turn I'll start killing off the defenders.
