Ran a couple more quick tests. Size 2, The Wheel yields the Settler T32, Tortuga settled T34. Whip yields the Settler T34, Tortuga settled T36.

I agree, settling 2 turns earlier seems better than 2 extra quechas. And it saves us the pop to whip something more useful (axemen, terrace, whatever).
Please don't go. The drones need you. They look up to you.

Uh, whipping and Size 2 both leave us at Size 2 in the end.

Two turns earlier may mean being able to settle pink dot rather than not settle pink dot. If we get it then the loss of 2 Quechuas is not a problem.

Here's the deal:
The Settler completes T32, with no way to chop it sooner. We could swap to Slavery T30 and whip it, completing T31. The below assumes we slow-build it.

Build a grassland farm 1NW of the Worker's current position, then move the Worker directly to the grassland Corn 1E of Pink Dot. The Worker will arrive on the Corn with 1 movement left T35, the same turn Pink Dot is settled.

Let's slow build the settler and chop/whip the second worker.
