Ok, so I definitely want to settle a city on the lake at some point then, so I can work boat those fishies.
The big questions seem to be, settle on the lake and work boat first, or SIP and worker first. Settling on the lake would require Fishing, and would probably be best suited to a Fin civ. Assuming we used Seven's point method for pick restrictions, I'd be thinking along the lines of Vicky (FIN/IMP) of Spain. Work boat first, grow to size 4, 2 pop whip a settler. I probably should actually test that out, but I like how it sounds in theory. Also gives me a theoretically nice UU.
That fish, once improved, is a 6/0/2 tile, 6/0/3 if FIN. So I'm pretty sure I want that up and running ASAP. So, let's look at the civs that start with Fishing.
America Tech (other than Fishing): Agriculture UU: Navy Seal UB: Shopping Mall Nice tech, awful uniques. Pass. Carthage Tech: Mining UU: Numidian Cavalry UB: Cothon Mining would be nice, and the Cothon could be good on a map on the water-heavy side of things. Numids are a bit ehhh though. Definitely a candidate. Netherlands Tech: Agriculture UU: East Indiaman UB: Dike Very strong civ on a watery map. Super Galleons, an above average UB, and the convenience of Agriculture. Unfortunately, they have a 2 point cost under Seven's method, if we were to go that way, and I'm picking FIN, end of story. Depends on pick restrictions. England Tech: Mining UU: Redcoat UB: Stock Exchange Good tech, handy but not spectacular UU, and a situational UB. A viable option nonetheless. Greece Tech: Hunting UU: Phalanx UB: Odeon Hunting is a arguably a hindrance as a starting tech, since you can't start with a warrior. Phalanx probably comes too early to make a significant difference, and I'm not particularly enthralled by the Odeon. Pass. Japan Tech: The Wheel UU: Samurai UB: Shale Plant Opens up very early pottery, but Samurai isn't that exciting, and Shale Plant is practically meaningless. Pass Native Americans Tech: Agriculture UU: Dog Soldier UB: Totem Pole Agri is nice. Dog Soldier and Totem Pole, however, are not. Pass. Portugal Tech: Mining UU: Carrack UB: Feitoria If it was a map in which we weren't connected by land, I'd be tempted by the Carrack, but if I were to pick a Mining start, it'd be England. Pass. Rome Tech: Mining UU: Praetorian UB: Forum Praets are pretty cool, and Mining is nice. Forum bonus is barely noticeable though. Viable but I'm not interested. Spain Tech: Mysticism UU: Conquistador UB: Citadel Only Mysticism option, but I'd probably consider that to be a slight downside. Less of a downside than Hunting, but I'd rather The Wheel, Agriculture or Mining. Nonetheless, it's a nice fast moving UU, and a UB that has it's uses. My current favourite. The Vikings Tech: Hunting UU: Bezerker UB: Trading Post Terrible partnering tech. But Zerks and Trading Post are angry, violent assholes, and would be very powerful on a watery map. A strong candidate but I think I'd probably only go for it if I thought I could do something outlandish like Darius of Vikings. If you want a tl;dr version, just read the headings and coloured stuff.
Another thought I've had is Julius of the Vikings. If I can take the Vikings with my first pick, coupling them with an Org civ gives me cheap trading posts, and a strong economic trait. IMP is probably the best of the rest.
Additional alliterative appeal by annexing Asoka/Alexander/Augustus of America/Arabia/Aztecs.
Furthermore, I consider that forum views should be fluid in width
It is very tempting to pick one of the combinations there, solely for the alliteration, but only America starts with Fishing, and their UU and UB may as well not exist. And Fishing is a must for this start IMO.
