Procedure I was thinking about would be rolling a map, looking at it. If all starts seem "livable" (and Krill/Seven would both be excellent consultants) then we're good to go (luxuries, food, and land all at least visible, not one of those rare horrible "3x3 patch in the middle of jungle" spawns). Interesting land forms are nice, as a lurker of many you know how to see a fun start.
But even that procedure, although it ought not take long, shouldn't be needed for the civ/leaders. First roll you get will net you that list, regenerating the map won't change the combos.

I would just like to make sure that each continent gets pre-calender happies and post calender happies.
splitting the gold, silver, gems, and furs fairly and then doing the same with calender happies should be enough. If Krill and/or 7 are editing the map, I trust either to make it fair and pass on the map if it doesnt look fun =).

Sure, if balance isn't a concern, just starts better than minimum, I can do that. But I guess my big worry at the moment is it doesn't seem like you have consensus; you have a lot of suggested 'minor changes', different from each player. But add them all up and it doesn't look that minor anymore. That's why I want a defined list, and to give you guys more time for discussing what exactly you want.

Alright, I can do that for you in about an hour, when I get home from work. If completely random civ/leader combos is in fact the consensus here?

Yes, completely random civs/leaders. That'll give us all stuff to think about while we sort the map out.
I think more is being asked of Mardoc than he is willing/able to do. We're pretty clearly wanting something a little more regulated than PB5 was for instance.

How about this for a map proofing guidelines:
-1 of horse or copper within 6 tiles* of start
-2 different kinds of luxuries within 6 tiles of start
(Separate instruction for Mardoc: If you need to add luxuries, try to make them different kinds. Types being forge-enhanced (gold, silver, gems); market enhanced (whale, fur, silk, ivory); other (wines, incense, sugar, spices, dyes)
-each start should have at least 2 tiles able to be improved to 4f in the BFC
Does that sound agreeable to people?
*Instead of saying X tiles, we could use plako's map utility to see how much 'space' each player has and which resources they will be able to grab. But that's if mardoc is comfortable using it.
