On the subject of peace:

I never wanted war, so if you want peace that's certainly fine by me. However last interbellum you changed your builds to non-military stuff too until the last couple turns of the peace, when you changed back to military units. So it takes more to convince me you're no longer planning war. You still have a large army on my doorstep. On the subject of allying:

Alliance: You're free to use probe teams to "liberate" technology. In return, I expect that we'll be watching each other's backs (Def. Pact) and work towards Transcendence.

What would be really helpful right now actually is the active research of the AIs so that I can know how quickly or not I can draft a tech out of my ability.

I'm located in the middle of nowhere. There's only empty land and seas to my west and south, and to my north is Yang. I have a bigger army than him. The only threat to our territories can come from your frontiers with other factions. It's pointless to keep your troops stationed where they are. I cannot permit myself wishful thinking. Your insistence on keeping your troops where they are, combined with your current research project, offer little reason for confidence in your peaceful intentions.

I shouldn't be surprised by this after starting two wars alright

One of us has to take a leap on it, I guess it's me. I'm going to pull some of the garrison out and we'll see how this goes.

Glad to hear that. I hope "some" of the garrison means certainly no less than half of it.

I can only see the research projects of the Lal and Yang AIs. They're not researching anything you'll be able to get anytime soon. To improve on your trait, you could research Cybernetics and research the Planetary Datalinks. That would basically give you every tech I liberate that two factions already had. That opens up a lot of possibilities...

In order to make our tech trading more efficient, I have two ideas:

1) Please don't boost your culture production in Angel Falls. The Angel cultural dominance in the base has as consequence techs there are half as cheap as elsewhere. The less espionage points I have to spend sharing tech with you, the more I can use to liberate techs from other factions.

2) I'd like to build a base three plots NW of Consilience. It would allow for faster data sharing with our friends in that neighbourhood. smile

Miriam's will be a hike regardless, maybe I can gift you a transport on that side and get the same thing done? I'm thinking that since I don't pay dist. maint that I'd just go ahead and spam bases.

Culture in Angel Falls, I'm going to run 3/4 turns of psych chaplain to try and turn that datajack that's about to come out into a psych chaplain with the goal of bulbing biofuels for bioreactor and atmospherics acceleration. What are the exact details of the culture modifier for esp? Is it a binary (if X > Y) like the trade bonuses or is it sliding scale?
