Great points. For example, I think that it would be kind of a waste to have an axe in AO. Axes imo should be on the borders to deal with barbs and AO is now safe...

Yep. Even better, letting a city gets captured resets the whip anger counter.

I agree with the next target being horses/stone site. From the spacing of capital, I think those horses and stones are located in the middle between teams, similar to the oasis and the gems.

We can target the site all we want, but we need Sailing tech and a galley to get over there, which isn't happening in the immediate future. That will not be city #7.

A settler that goes there via the land route needs ~9 turns to settle it. I am not sure we can get Sailing and a galley into the water and loading/unloading the settler faster than that.
So, no, Sailing and a galley are not necessarily needed to settle it. Later, yes, to ferry workers back and forth and have flexibility in the defense.
So it might not be city 7 but maybe 8 because the settler takes longer to get there, but we can plan those moves now.

Uh, we are not walking a settler 9 turns anywhere. I don't think that would be wise. Let's come back to this spot when we have the means to settle and then defend it.
