[Public Diplo] The Planetary Council

Warning in advance: I'd like to cancel the aforementioned deals. But as I said, I'm interesting in replacing them with different deals instead.

I'm back, but I'm rather frazzled. I hate flying.

(well, no, I love flying, I just hate being crammed into a box, "security" nonsense, delays, lines, people, noise...)

Will play tomorrow, and I don't anticipate any more holdups from my end after that.

Should move in about 5 hours. Trying to wrap my head back around this.

I'm sorry for the delay, but these turns require I play carefully. Hopefully I'll have enough time tomorrow.

Sareln, a resolution has been proposed to offer you a seat on the Planetary Council. I have voted in favour. I hope you'll accept the invitation and become a member state.

Done.

A) Between the two of us, I think we have enough votes if Yang abstains to replace Lal with one of us. How has Yang been voting?
B) Techwise, I'm about to unlock the raise flowering counter resolution, so being able to force those through would be good - how does the AI determine whether or not it goes along with that?

Cool. In a few turns our trade routes will be worth 3 credits.

He's voting for me. I could have actually become Planetary Governor already if I had voted for myself rather than Lal last elections. banghead

Keeping Yang on my good side means I can't switch out of Ascetic Virtues for more lucrative trade routes between us, alas.

Ah, bad news. Spreading the affinite gene is a concordat motion, not a planetary council resolution. So to get that passed, we'd need to:

1) refound the Concordat. Hey Mardoc, since you're not planning to do anything yourself with the holy city, would you be interested in giving it to me if I capture a Spartan base or something?

2) either:
2a) hope Lal proposes the affinite gene resolution. He'll need the affinite gene tech himself for that of course. He already has Psionics, but is currently researching Cloning. Knowing Lal's focus on great people, he may research Gene Splicing next rather than Affinite Gene. Or some other random lower level tech of course.
2b) obtain leadership over the concordat. That would be one tricky objective. Lal has 8 votes, so we'd need 9. Everyone else combined currently has 6. Means:
2b1) found the Cult of Planet. If founded in a base with a high Planet rating, they can get you some nice extra votes in council. Downside: war with Yang. Also, if Cha Dawn has more votes than you, he'll be the not-Lal candidate rather than you. Which means we're subject to AI randomness, and will get lots of resolutions for free Acolytes and joining the war against Yang. To avoid that and be elected yourself:
2b2) your own Planet Attitude would need to rise. Only two realistic ways at this point in the game, which both require some further teching...
2b2a) Research Personality Transcription and build the Voice of Toliman for +1 Planet Attitude.
2b2b) Research the Pholus Mutagen, and spend some turns at 100% culture spending to get +10 Planet in each base.

IIRC not more complicated than "if their Planet Attitude is higher than 1.00 and they're not running Edenism or Terraformed, they vote in favour."

I see an awful lot of assumptions and 'if's' in your scenario. In principle I'm ok with that idea, assuming the replacement base is of equivalent quality and I can hold it. Ask me again once that's possible.

I am likely to refound the Concordat when I pop another Transcend, but as I'm not pushing for it I can't give you an ETA.

As an aside, the Pirates have discovered that submarines aren't particularly good at capturing land cities. The skippers refuse to even try! Have you got any recommendations for a better tactic?

Who's talking about giving you a base in return? tongue I figure me helping you out against Iskender is worth something in itself. Anyway, never mind if you're to found the Concordat yourself.

Bombard the city defenses with destroyers. Do ranged attacks with both destroyers and submarines. Then move in with drop troopers to clean up the mess. Better get some boots on the ground fast. I suspect Iskender is teching towards Dropships. Once he gets those, his lack of a Hunter fleet will be irrelevant, and your splendid isolationism will be over. He can then just use air power to hop from base to base.
