Not an easy desicion. I'll try to add some details to make desicion easier:

Manual research of Philo and Civil Service take ~same time (probably getting there T120-121) and while in GA we should be able to get the other in 5T. Teching alpha and bulbing would delay things ~1-2T. If we spare the current Scientist to bulb we lose ~18 beakers/turn + 1 hammer/turn (assuming ~20% arrow bonus). I don't like shelving it for another 10T. If we wait for next one to come out from HN, we delay GA ~2T more. and it is not guaranteed we get Scientist from there. I wouldn't rely on this. Therefore I think our main options are Bureacracy or Philo 1st and then wait for 5T to adopt new civics.

If capital produces ~40 commerce + 10 hammers (no idea if this is even close to the real value when in GA). WE would gain 100 commerce (~200 real beakers) and 25 hammers during those 5T. However Bureacracy is high upkeep so we would probably be losing some coins there.

If we go straight to Philo, we probably get at least 1 extra Great person that would be delayed. No idea how much, but let's say 10T. So we're getting 180 + 10 hammers in case that delayed Great Person is Scientist and we settle him.

Based on this very rough excersice I think our current Philo plan is ok having more novelty value wink, when we plan to settle most of the Great Persons. Things would turn around, if we would plan mainly to bulb. Then Bureacracy 1st would be way better.

Actually, the worker from Weissbier is one turn later, so that won't work. And if we land the HG then the capital would just grow into unhappiness anyway. So we probably want to stagnate growth in the capital a bit with scientists and mines while waiting for the sugar to come on-line. Hence we don't need that cottage, and worker F should just continue cottaging for Weissbier.

The extra HG pop would come in very handy all around btw. Quite a scoop if we land it.

I also looked at how to spit out 4 missionaries from Bitter. Get two workers over to its grassland hills and mine them, completing mines on T116, T118, and T120. Then this build order works out well:

- Until T114, stay in the current configuration, with 7 hpt. Whip the monastery on T114, ending turn with 88/60 hammers into the monastery.
- Build a missionary at 7 hpt, completing it EOT116 at 42/40 hammers.
- On T117, work a grass mine instead of the plains mine, to grow. 8/40 hammers into the second missionary.
- On T118, whip the missionary and work a plains hill and two grass hills. Finish second missionary at 81/40 hammers EOT.
- On EOT119, finish the third missionary at 53/40 hammers.
- On EOT121, finish the fourth missionary. Work a plains hill and three grass hills on the final turn.

So we finish missionaries EOT116, EOT118, EOT119, and EOT121. Keep in mind we can only have three at a time, but that shouldn't be a problem.

We can settle our current scientist and still pop a new one from the capital well in time to bulb philosophy. And it will be a 100% scientist. So I think I favor going for civil service next, and then we just need to decide whether or not to start the golden age before we have philosophy.

SoZ should finish well before the golden age (we could add a chop to it, too). So we'll get at least a bit of failgold from it and could perhaps arrange for a good deal more if we plan ahead (whipping something in White Russian, for example). So with that, we could perhaps have both civil service and alphabet in time for ~T121, when we will be done spreading religion. Then we could bulb philosophy and start the golden age with the ideal civics.

We're at 144/300 now in the capital, and making 12/t. 21/t if we run two scientists. So if we run no scientists for 6 turns, and two scientists for 4 turns, that makes 144 + 6*12 + 4*21 = 300 exactly, popping a great scientist EOT122. If we can get civil service and alphabet by EOT122, then everything lines up perfectly to start the golden age on T123.

(We could also easily pop the great scientist a turn sooner, if that turns out to be the bottleneck.)

OK, this is what I think you guys are saying:

Tech path: Code of Laws -> Civil Service -> Alphabet (by ~EOT22) -> bulb Philo T123 -> Paper -> Education (with at least one bulb?) -> Liberalism -> Nationalism (or branch after edu to run for taking Astro with Lib).

Great People:
  • Artist got already, will start Golden Age T123.
  • Scientist got already, will be settled in Caipirinha.
  • Scientist out of Caipirinha ~T122 used to bulb Philo.
  • Hoping for 5 mostly Scientists from Horse's Neck, On the Rocks(?), WIFOM & Caipirinha during the Golden Age - all (most?) to be settled.

Civic Swaps: Into Bureau/Caste/Pacifism @ start of Golden Age.

Wonders:
  • Statue of Zeus in Ramune, fail gold elsewhere?
  • Hanging Gardens (or fail gold) in WIFOM.
  • Taj Mahal later in the new Horse city.

Religion: Spread Hinduism - 4 missionaries out of Bitter to go to 4 cities that will generate Great People during the Golden Age.

Great summary, Pling. Also, we need to pick up monotheism and revolt back to slavery and OR at the end of the golden age. Metal casting is probably also a worthwhile detour.

What about using one Scientist to bulb Philo and the second to bulb most of Education?

Also, to novice's point simple words are helpful but not enough, what I really need are simple concepts AND simple words.
