So we're still playing at arts and crafts, because not a whole lot is poppin' in the home front. Brick gave a city (back?) for peace with Serdoa, the Tao is spreading, and I'm happily in builder mode...while checking Serdoa's workshop yields for Guilds. I suspect it'll get interesting soon, but right now, let's make this core pretty:

Forge vs. courthouse depends a lot on the city. Near the Holy City and the missionaries, I'm putting forges first, though. An OR 2-pop whip is worth 62 hammers, so we should be able to get forges with decent speed, and that's +25% on anything, which is very nice indeed. Heh, cool, Valley Forge.

On the Serdoa front, we're looking to get a trireme or two in the waters, so that's going to be a big relief, and then maybe poke towards Angle in 8-9 turns if he's still looking unprepared. Sadly, the galley seen here has to heal for a few turns first thanks to the Angle Barbarian Navy still floating in the fog there. Why don't they go bug Serdoa?

I note with some interest that there is a distinct lack of Lit wonderment falling around the world. Actually, it looks like in general the world isn't much interested in wonders now, preferring instead to be beating us in all major categories and growing life weeds. We're still awesome in capital pop, though.

Yep, it's dirt cheap, so I'm one-turning Literature with a little wealth assistance. Hey, drag racing the economy is the only cool thing still available, plinking away at barbs isn't all that interesting. AXE MAN, with his VISION VISION, sees a spear that needs killin'. This spot (on the ruins) would address the crop imbalance singlehandedly.

Some place like above or Western Heights would be ideal for National Epic/Great Library GP farm, but the capital might be a much better place to build the Great Library just for speed's sake. Oxford/academy city is the second best place for a GLib, right?

Actually, there are 5(!) forests in that BFC, which with Taoism OR means ~8 extra hammers needed and you've got a Great Library. I...might do that. It's not as ideal as Western Heights' 3 clams and lake, but grass hill pigs, rice, and clams is enough to support a fair few specialists. I'll consider it.

No sign of Azza yet, I think he's settling west on those luxury/foodless islands.
