I would take out the line about "our heavy expansion." I would change that to "the maintenance costs are quite high on this map"

I'd recommend addressing the Germans' health-for-happy proposal, too, so it doesn't sound like we're ignoring them. Something like, "we have plenty of health, but would be willing to trade you a spare happy resource for 10 (or whatever) GPT".

Both drafts (Apolyton and the Germans) look good to me, but I agree with DaveV. An EP sharing agreement with one of the courthouse-teams would be excellent.

Agreed with GES' comment and agreed with Q's suggestion too.
I can throw in a happy-for-gpt clause, but how much are we actually wanting to ask for? The difficulty is that we're looking at a very tiny civ with very few cities at the happy cap, so it's probably not worth it for them for more than a few gpt. On top of that we'd be aiding the economic development of a team we hope to roll over... So I'm not sure it's evevn worth it for us if we're only getting 3-4 gpt from them.

I think we can leave it open and see what Germans offer. I'm sure they will then undestand if we turn down an offer of 3gpt or something similar.
