Maybe run more than 60% research on machinery, our golden age is about to end and we want to make sure we can get it in two turns.

Alongside with Nationhood we could adopt also Free religion. I don't see us building many buildings so 10% to research would be better when we get also significant amount of gold from Taj.

We might be building some walls, castles, and barracks. But free religion may indeed be better. It's also low upkeep instead of high, which should save us quite a bit of gold.

Are we completing Paya then? If so, would Theocracy be better than FR?
We can also adopt Police State, but I assume we'll want Engineering first. Well I don't know how much losing Rep would hurt our economy. Maybe we need the happy if nothing else.

Paya is not ready for T137 civic conversion. We could try to get it on the T142 conversion though.
I didn't think about Police state, but that could be also useful. We won't be running that many specialists during the next 5T although losing the beakers from settled and GLib specialists would hurt. I'll had to check what it would mean to lose 3 happiness. Barracks/Free religion happiness could help a little here.

Concerning civics we should try to calculate the costs vs. potential benefits.
Here are some rough calcs (I haven't checked things out from the game):
* Police State vs. Representation
- Civic costs ?
- We would lose at minimum (4*3)*1.75 = 21 beakers/turn from capital (without Free religion). We probably shouldn't run any specialists in HN during this time after our next GP is born since it makes also a very good production city for military purposes
- Happiness issue if Police state?
- +25% military production. I think we're building mostly military during this time frame. Assuming e.g. 100 hammers/turn going on military production (probably more - we're going to whip too) this would give ~25 hammers/turn
If we somehow can manage happiness issue, Police State seems to be the way to go.
Free religion vs. OR:
* Civic costs
* We need to invest on 5*barracks, ~5*walls and 5*castles during the next 10T (some of them probably after T142 near TEAM border). Let's assume 3 each would be built during the Free religion period + something else. WE've stone so both castles and barracks are half priced. That would mean we would invest ~400 real hammers on infra during the next 5T meaning ~20 hammers/turn
* Free religion is +1 happiness in couple of cities +10% research rate. I don't have good estimates at the moment, but lets say that during the next 5T we can run ~3 100% rounds of teching. We generate ~25 beakers no matter what from our specilist + potentially ~50 more if in representation and still run specialists in HN. This is total guess, but if we assume that we can generate ~300 raw beakers/commerce under Police state that would mean ~100 beakers extra during that 5T time i.e. ~20 beakers/turn
Without taking into account the cheper civic OR is better, but the coins saved probably makes Free Religion competitive and that 1 extra happiness from Taoism in capital under police state would also be quite useful since we don't want to do much whipping/drafting in our capital.
edit. That 100 hammers/turn for military is way too low. 200 is probably closer to truth. Police state feels very good idea. Free Religion is borderline.

Checked the happiness situation and it is pretty much under control even if we give up Representation. One or 2 unhappy faces might be end result, but nothing too bad. Under current situation I think Police State is right call even if it more expensive civic than Representation.
Free Religion is harder. It is ~12 gold cheaper civic (inflation taken into account too), but we probably want to build those barracks, walls and castles. Further opinions?
