(You mentioned whipping catapults and overflowing into the Globe). Note that's a perfectly fine plan, cats are great and won't obsolete for ages.
Obviously, we skip music, but in that case, do we really need drama right now? Perhaps go MC --> Drama, then some combination of Paper/Edu, Philo, and Lib.
And regarding hammer builds, what is our planr regarding Universities, Oxford, and Taj? I think our cities can only reasonably do one at a time. I don't see any reams of forests to chop into the Taj. So perhaps, all our cities build Unis, when Nat comes in, put the capital on Taj, then change it to Oxford once that comes in and our GAge starts.

While it appears irrelevant, I have no problem with using that culture bug in this kind of game. Anything that doesn't involve an actual manipulation of the game state or hacking I think is fair game in a non-RB game, but obviously that is to be discussed amongst everyone. I don't see any difference between this and using pathing tricks to figure out world wrap and map size and stuff. If you know a game well enough to know its quirks, unless there is a gentleman's agreement like we have here in RB games, I think it is silly to hamstring yourself. JMHO, I am sure others feel differently. Such is the spice of life.

Culture is when production is doubled by queuing something behind the culture when the border pops, for doubled production (right?)

I definitely like the idea of building the Globe Theater in Starfall and here is a thought regarding the plan:
Assuming:
1) The rumours are true and we lost the Music artist
2) We are not skipping MC altogether because of Liberalism beeline
I suggest that we tech MC before drama and the most of our cities will go forges -> theatres instead of suggested theatres -> forges for obvious hammer efficiency reasons. It looks to me that Starfall is anyway not going to start building Globe Theater for a short while as it will be in Great Person duty during the Golden Age and therefore we have enough time to go forges first in at least some of our core cities.
Of course we need to take a look at individual cities and see which cities can whip forges and overflow into theaters and which have to go straight to theaters so that the overall goal of 8 theatres is not delayed too much. For starters I believe that at least Focal Point and Tree Huggers could go forges first.

I'm against using it because it gives "free" hammers upon a very specific outcome of events.

I've been through the saves. Here are the things I would have done differently:
T123: I don't really want to see too many cottages in Cutting Edge. That city has 7 hills that could be mined and I'd like to see it pure production - farming the grasslands. Hence on turn 123, instead of having two workers cottage the tile 2W of SImple Life I'd send one over to the Tree Huggers / new jungle city area to help out and have the other worker farm that tile, then go help worker T build grass mines at Cutting Edge.
On turn 123 and turn 124 I'd have Cutting Edge work the banana and Tree Huggers work the new cottage instead of vice versa. This is because TH is close to its useful tiles limit and has a library, while cutting edge can use the growth to work the mine being dug quicker.
At Seven Tribes I'd probably work a grass cottage over a plains farm, even though it's a golden age.
Finally, I think we have one too many workers at the BbB / Ditchdigger area. I'm happy having one worker to mine those plains hills at BbB and one worker to painstakingly improve ditchdigger. Although ditchdigger could benefit from improvement, it is a resource-grab city pure and simple. I'd rather use the worker turns on the new jungle city that claims rice, so I'd ship one across in a galley this turn now he has finished his farm at BbB.
T124: Endive is clearing a forest this turn. Is this an intermezzo move before cottaging the tile 1SW of Tree Huggers? That's what I would do. Treehuggers needs a new cottage to work.
Focal point is down to build a forge. Without metal casting, let's make that a 2T worker.
Mansa's Muse can change from forge to unit (war chariot or catapult I guess).
At brick by brick, if we follow my plan of sending one worker over the lake then Apple may as well build a mine this turn instead of a road, since he won't be getting any help (and doesn't really need any). If we want to road the tile for defence reasons, he can do so after finishing the mine.
