I had about a dozen worlds, was second in population and had met 3 or the 5 AIs. I would have had to go on the offensive to meet the other two. While I wasn't deglecting defense, I wasn't planning on starting any wars until I had finshed standing up my last wave of expansions.

Well, maybe it was bad luck - I suffered many diplomatic losses over the years... Only cheesy option would be to shuffle around a massive amount of pop the turn before the vote in order avoid a nomination.
