I reassigned the capital off of hills and back onto cottages. Production is still going into Taj Mahal for the gold conversion with marble bonus. Anything else we have to do before ending turn?

I know we want to regrow AO ASAP, but this will be our last turn to get the handsome failgold rate for the wonder with marble. Is it worth the extra growth this turn to bypass this by working the cottages over the mines? What is the difference in output this turn in AO, in both food and hammers?

I am not sure what to say about revolting to nationalism but drafting maces should be very powerful. However we have several cities that we don't want to draft, e.g., AO, ED. I am curious to hear other opinions.

The bureaucracy bonus will probably be worth more than the maintenance savings, especially with Oxford, and whipping gives a lot less unhappiness than drafting. OTOH you can draft a mace for just one pop instead of whipping it for two.

Bureaucracy is currently worth circa 30C and a few hammers (in AO's current high-food high-commerce state). With a market and a library, it's worth circa 6.6% of our current GNP (100% research is at 575).

Nationhood is worth 28gpt, also current as of this turn, or circa 5% of our slider.

So right now, Bureaucracy is ahead, but I'm not sure for how long. We will add another city on T136, and next turn will see no less than seven cities growing, all adding to our costs. AO only has three more high-value tiles to add.

Every turn after the next will also increase the opportunity cost of a revolt.

We are a long way away from Oxford too, and it will require a not inconsiderable investment in universities too - we need to first get the forges in, and maybe a few markets too. But Nationhood helps there, since it allows us to get an army out of our numerous commerce cities without hurting their production unduly. If we stay in Bureaucracy we can build Oxford itself quicker, but I doubt we can get the universities built as quickly, if we have to divert some hammers to an invasion army.

True, But the capital has also been suffering because of all the whipping for taj. It can regrow fast, picking up more villages and also getting a university, grocer, and eventually academy and bank. So bureaucracy boys will improve a lot.

Another point to consider is that revolting to nationalism might alert the Germans that something is up.

I'm in favour of adopting Nationhood. It's not much worse than Bureaucracy economywise, and when you factor in the cheap military it comes out ahead.

Oxford University will be a hefty investment, requiring 8 universities, a building that none of our cities really wants to build now. An Academy is also out, we have better uses for our great people. So Adventure One will probably not be a good enough city to justify staying in Bureaucracy.

If AO does get OU, a bank, an academy, the works, we can consider adopting Bureaucracy at that point. Right now, Nationhood seems like a better civic.

All that said, we could probably wait until we have machinery so we have something useful to draft before adopting the civic. But I guess that's just one or two turns from now.

Are we at the point where we're looking at a 2t delay for swapping civics? Or, is it that we're only going to swap in the Legal column from Bureaucracy to Nationhood? Are we considering at all a swap to Theocracy too?*

Whether Nationhood or Bureaucracy comes out a few pennies ahead now is irrelevant. Given that we want Nationhood eventually, the question is whether a revolt now is worth the turn of anarchy or if we should wait until the next Golden Age. So when is that, what's our plan now without Taj? Use the Communism Great Spy for it?

We need 2t for a double switch right now. So I think we have to skip Theocracy for now.

Our next golden age is a long way away.

I'm not sure where our GPP counters are at, my impression is that our next GP will be quite some time from now and will come from our GP factory in Eastern Dealers. And we need two for a golden age, so basically I'm thinking a golden age is far enough in the future that a revolt now will pay off. Our next golden age will probably be timed for exiting war civics, maybe adopting State Property.

If Theocracy requires an extra turn of anarchy I would definitely stay in Organized Religion.
