The single worst problem in terms of game balance with having Great Spies running around all over the place is that there is really no counter to it (that I am aware of). To my knowledge they are immune to being caught in enemy territory and killed. Anything in the game that cannot be countered by some means available to opposing players is not balanced and I would say is a bad feature unworthy of use in a game where players are seeking fair play. Sure, every player could try to generate their own Great Spy to gain the same information, but that is not a counter to the unit itself. Against regular spies you can run a counter-espionage mission. I don't think that applies to Great Spies.

If I'm wrong, I'm wrong, but failing me getting the mechanics wrong (no surprise!), I'd prefer no one has Speaker of the Iron Codpiece running around my empire with impunity. [Image: run.gif]

GSpies are immune to capture.
I don't see how having a unkillable sentry is worth delaying a shrine and/or academy, or holding back a GA.
Particularly considering the opportunity cost of a GW build. (Other avenues for GS points are either too late or courthouses for 3GPP a turn).

It would be more late game, post communism as that would be the first time a GS would probably be generated. It would still be rather unbalancing.

Oxy, can we call that an official vote against GSpy exploration? That would decide the issue.

If enabling a strat suddenly makes a poor wonder (GWall) interesting, then that's a point in its favour, imo. I'm happy to agree to disagree on this issue. Thematically, banning it makes sense, and this is probably the wrong game to explore game balance issues for seldom explored territory.

the great wall generates G Spy points, and the courthouse unlocks the spy specialists (which the governor likes to hire whenever you have a specialist, if you aren't paying attention to it). so great spies can pop up long before communism

Post communism you have airships and bombers.
At that poiunt, nothing is secret.
