I've played with that much war weariness (well, a bit less) for most of pbem46.

Marched Catapults next to Casino, will attack next turn.

Commodore adopted Nationhood/Slavery/Theocracy He also picked up the Economics Merchant. I'm still betting he realizes that Rifle on Rifle conquest will just be a bloodbath. dazed picked up Replaceable Parts, obviously going to Rifling.

The plan after peace is to continue pushing the 'per city' bonuses; horizontal growth is the name of the game here.
-Build Sistine Chapel. Synergizes well with Mercantilism and a Monk Economy, and I'll need culture on the Ottoman border.
-Tech Education. Need to get started on Universities.
-Tech Divine Right and build Spiral Minaret. That's about 50 GPT extra, or another 10% on the research slider.
-Tech Democracy. Great Engineer the Statue of Liberty. Adopt Emancipation, staying in Nationhood for military.

-Stay at peace for at least 10 turns while building up and integrating the lands.
-Tech to Military Science for Grenadiers.
-Tech to Corporation. Found said Corporations.
-That means that I won't be going for Communism; I want Corporations more than State Property, Emancipation more than Slavery, and Representation more than Universal Suffrage.

I used my second Spy on mh's capital; the third spy was stumbled upon.

mh abandoned Casino, leading it with only a Mace. Polished it off, leading to this:

Spy Revolt can only be done in three turns (two to move the Spy, Spy must have been stationary to perform mission). Catapults are three turns away (currently staged 1SE of Mermaids' Tears). This is shaping up to be a bloodbath, one way or the other.

AT has Chemistry, obviously heading for Military Science. Well, Cavalry beat Grenadiers straight up, so I'm hoping that I can delay Military Science until Commodore gets it.

The combo of spies + mounted units so you don't have to wait for catapults seems really strong. The tempo of this attack is just incredible. I'm glad spies are usually banned ...

...wow, it's only been six turns?!? Incredible is right; I have at least 12 Catapults rolling around just waiting to hit something. I'd like to thank Musketeers and Nationhood for pulling 30+ hitters out of almost nothing. Of course running Espionage instead of Research sets you back, as evidenced that Commodore's up Education and Economics. Still tops in GNP, though, so I hope I can afford it.

Okay, about time for a reality check:

Breakeven is only 47%! mh's capital will have about 25 GPT maintenance when it comes out of revolt. You have draft anger triple-stacked, wrecking your economy. Those hammers to Cuirassiers could have been put into Universities or Wealth. You still haven't built the Heroic Epic!

Take peace. Build National wonders. Heroic Epic, Forbidden Palace, Wall Street. Build those wonders you said earlier. Build a navy. Defend the Commodore border with ample Rifles/Catapults. Stop just hoping that Commodore won't attack, and build up your defences so that he won't attack. And stop referring to yourself in second person, okay?

Pffft, 47% science? Who cares, better to have more land and better land and more defensible land. Personally, I wouldn't take peace until Cassini has been captured, so to free our Deer tile of Ottoman culture. It'll also force us to raze the city past that (which is bordering Dazed). Heroic epic can be started now irregardless of Cuirasser production. Personally I'd like to take all of MH's Northwest and leave his remaining territory as a buffer against Comm and AT (that we can jump on later).

I'm not that worried about Commodore attacking us, stay in nationhood and use a spy as a sentry in his territory to spot incoming stacks. Otherwise, Commodore is worried about swallowing Dazed. And he's worried about retribution from Dazed.

Does anyone else have Astronomy? Galleons aren't that valuable on this map. Of course, Salons are pretty nice for the +4b (with Representation).

Boring turn, marched the troops forward. Waited for reinforcements by Casserole. In foreign news, AT declared on dazed, grabbed another city, then immediately signed peace.

Build Wealth can account for any shortfalls... so you're right, this can go on for a bit longer.

No one has Astronomy, but Commodore and AT have Chemistry, so I need to follow along to Military Science. No one else has Constitution, so Statue of Liberty should be a lock.

I attacked Casserole, there's only a .9 strength Janissary left. Will fall next turn.

18 Janissaries versus 21 Cuirassiers 18 Musketeers and 9 Catapults. I moved my eastern stack so that Cassini's garrison can't retreat to Cassette - if they want to retreat south to Cassandra, great, I get Cassini and Cassette. Though I might need to raze Cassandra just to even out the borders, I'll deal with that when I need to.

Also, through the magic of Torodial wrap my empire almost stretches around the world. To the east of Cassette is Crescent Isle, one of my island cities.
