I'm not sure Ichabod wants to be sunk.
Anyway, I'm not sure it's in all lakes. Mardoc and I both thought that giving the lake tile to the coastal city would make it valid, but apparently not. You might be able to upgrade in the lake north of Sid's because it's not closer to a noncoastal city like the current tile is.

I wb tested with a coastal city with a 1 tile lake. Could not upgrade there either. The option is just completely gone, it's not even grayed out.

So I did one thing before trying to figure out why i couldn't upgrade that caravel:
55% odds. It felt like a sure loss.
But I won! And now if I understand save reloading right, sunrise is going ot have to wipe it away...

I guess if you get a favorable RNG result you should immediately log out and back in again. And if you get an unfavorable one, don't.

Well, when we get back up and running I think we need to load up all our catapults and knights onto galleons and retreat the galleons to the inner lake. That will give us the biggest range in reacting to wherever rifles show.
With the frigates... maybe they go in the middle too? That will let them appear wherever and without cause.
Scooter, I think a worthy secondary goal for this war is to force Commodore to raze any city he captures. Can't imagine a worse use of resources for him than that outcome

Defending well enough and razing a city (or multiple cities) are probably mutually exclusive goals right now.

Yeah, i think the trick is timing our assault right in the window where he thinks he can start taking and holding cities
