this isn't like civ3, its like Alpha centauri. you could switch hammers from one thing to another at any time (wonders, military, whatever) - although there was a penalty for hammers past the first 10 (and you had no choice, so you couldnt have partial hammers into one thing and put it on hold for a bit).
its pretty easy to exploit, to be honest. the civ4 system is better.
How was it easy to exploit? (Civ3 allowed you to change at anytime but there was no overflow)
T-Hawk would have a better answer, but one technique was to cluster wonders/projects. Eg. you get a wonder-granting tech and you start the wonder in... oh 4 or 5 bases. Then you focus research on landing more wonder granting techs and you transfer bases onto those new wonders as they come in - using the mechanic to hide the latency between tech discovery and wonder completion.

This is why I said "expect wonders" in addition to prevent the silliness of the wonder cascade. You have to add in a production penalty too (for overflow) like bigger said to prevent you from building a wonder than switching to units. By building them latter you pay less gold.

yeah wonders, for some reason, didn't have a pentalty for switching from one wonder to another (or secret projects, as AC called them) so it wasn't uncommon for a human player to be able to build secret projects on the first turn they founded them. supply crawlers just made it even more ridiculous <G>.
MJW, here's one potential problem: Rome builds.. lets say, libraries, or markets, or whatever, researches iron working, gets lucky and iron is in a hill its already mines: pops out multiple praets the very first turn he has iron working. That could be a big balance problem.
Rome is just the most obvious example, any civ could do the same w/ a key military tech. or to quick build a bunch of universities w/ education, say.

I always found it hilarious how they were called "Secret Projects" in Alpha Centauri, but the game immediately informed you whenever someone started or became close to finishing them.

Despite some of its outdated mechanics and known exploits, that game is awesome. Someday I'd like to see an Alpha Centauri pbem played here.

Well, there are the PBEMs that were played with the Planetfall mod; not exactly the same thing, but a reasonably close enough approximation right?
