I think it is. I think it is extremely unlikely that the lowest sanity is ten. I'm pretty sure it is zero. So if we are at neutral and at 20. And 20 is halfway between the max and zero. The max is 40.

That was my interpretation, too.
I initially thought Brick's PR looked a bit fake because he had the ability to quote other posts, which could be used to circumvent any other restrictions. But if he can only quote whole posts, it makes more sense. So I'm currently more inclined to believe that it's a genuine restriction.
I'm happy with my Rowain vote for now. Q is also a little bit scummy.
