Or do we need slavery+OR to finish Kremlin on timely fashion? If we end up being in a race with Gillette.
I can't make up my mind, but I feel State Property + Slavery + OR might be for the best after all.

So actually, what you're saying is that it is that simple, right? The Kremlin bonus is multiplicative with the other set of multipliers, so you just multiply by 1/0.67 after calculating the hammers in the usual way. Which means it's pretty awesome - a huge modifier!
Anyway, I think you had one typo, and adding one more entry gives the following:
* Normal 30 (yeah I know  )
* Forge or Police state 42.5 37.5
* Kremlin 44.77 (i.e. 30/0.67)
* Forge and Police state 45
* Kremlin + either Forge or Police state 55.97
* Kremlin + both Forge and Police state 67.16

So under state property, but before biology, watermills are just straight up better than riverside farms, right? So replace all that aren't needed for irrigation chaining. Something for our workers to do. (We might even need more workers?)

Yeah. That should be it and Kremlin is huge when you plan to whip a lot and that is indeed wat we're going to do. We've a big production advantage. btw. I've also forget the 10% from State Property so yet another hammer boost for whipping there and this would be our current best estimate for whip values

Good point concerning watermills. Also we might be in a race to finish Kremlin. Not sure if Deerslayer or BM would be better to build it. I would hate to be forced to whip BM to get it faster. Few workers more could be good too so I set Salty Dog to build 1 maybe some other place could be dedicated to that too.
