A rule where you must automate all citizens, all production queues, and all units after your first worker if at all possible.

I'm just imagining an always peace game, on marathon speed and a huge map, with no victory enabled other than time, and a 1 week turn timer. It would literally be the Civ 4 game for the ages, and you'd basically sign up for the rest of your life.

Always peace games are the most bloodthirsty games possible. You literally spam settlers and block everyone else off. PBEM5B showed the basic plan, PBEM22 shows it in a 4 player game.
