You get an immediate worker turn advantage, and tactical possibilities in war that no other civ can get at any price.

High Tier: Willem Medium Tier: Mansa Elizabeth Huayna Victoria Low Tier: Ragnar Hannibal Wang Kon So I guess the problem is that if we choose a civ this early, we won't get a FIN leader probably. I'm nearly sure that HC will be available at 5 if you want him. He's not valued much in the RB meta. I bet Mansa, Lizzy, even Victoria and Hannibal would go before him.

The lack of a Fishing or Hunting start though... it would take quite a number of turns (at a guess, at least 50) for India to break even with a Fishing/Mining civ. How many early tiles would actually be improved earlier by the Fast Worker? Not the Sheep, not the Deer, not any of the forest hills... just 2 hills and 2 forests. Sure India will eventually start to gain back lost ground once new cities are founded, but that's a significant price early on for a long return on investment. (Try testing Mysticism/Mining while WorldBuilder-replacing Workers with Fast Workers in the sim to check this for sure.) I really don't think Imperialistic will be particularly valuable on this map, so Victoria should maybe be shifted down. Will have to test founding new cities in the sim to get a feel for the exact maintenance costs. Either way, there's no way we can't get one of the three high tier civs at this point, so we're guaranteed a good pick regardless.

There's a little bit of a drop-off to the next Financial leaders, so I wonder whether we'll see Blame Caledorn pick Elizabeth/Hannibal/Victoria... or a non-Financial leader like Sury... or a civ like Inca/India. Hard to tell. I'm going to bet Elizabeth goes before Hannibal, Hannibal before Victoria and Inca before India over the next few picks. Harder to pick where Sury and other non-Financial leaders fit in and how the civs and leaders will fit together - really comes down to the preferences of the individual players. EDIT: Well that was quick, Inca went while I was typing.
