Given a city planted on the sign, the first ring of that city touches 1 bank of 2 river lengths and the corner that touches the stone.

If it is hooked up, then we can have Stonehenge built at end of t56.
If it is not, then we can still have Stonehenge built at end of t56 but only if we don't hook up the copper first. Not sure if I can improve on that. I think I found a way yesterday to get it at end of t55, but I think it involved building at Red Wings and sacrificing further development (next settler needs to come out of RW when it hits size 4, IMO). Don't think I'm willing to go that far. Edit: I'm slow! Thanks a ton Boldly

Yes, there needs to be roads on the tiles SW and 2SW of Red Wings, and nowhere else.
