Well to be honest, if it makes Suttree focus on me instead of him, to make Oxy able to strike at the back while I distract the front... hmmm....

hmm crosspost. Since you have OB with Oxy, trading cities wouldn't give him any movement advantages he doesn't already have. His big stack would stay in your new city, but the dutch culture would disappear. Sinpo would have only the starting 9 tiles as Russian culture. I'm pretty sure there's no tactical advantage for him in this trade.

Yes, it could be that Oxy hopes I will leap to this with gusto and self-immolate against the strength of Suttree, hoping that Suttree suffers some loss against my army thus weakening it against his.

Basically, losing banana+cow+iron for wheat.
Free up 9 units that can attack. (Making that a 16 stack that can move on Knoxville)
Less maintenance from cities.

If I go through with this, first order of business would be shutting down OB with Suttree, tickling his sense of suspicion against me, denying view of what happens.
If those two cities then change hands, he will very, very likely be like WTF and send something that way.
