Anyway I think in the end the best thing is going to be just the normal passive espionage unless people really want spies only as scouts.
About how to choose civ/leader I think we either go with the normal snake pick with the usual bans (India/Inca/Pacal/Sury) or maybe go with the PB13 approach.
I think that we are to many people and if we chose snake pick for a random ban list there are someone people, that last ones to choose, that are not going to be happy.

If it makes it easy I can vote for Snake Pick with Pacal Willem Inca India banned. It seems like the usual ban and makes the first four people have to think so that is good.

The PB13 pick system worked well because of RB mod. We rolled Pacal of India, just imagine that in base BTS. With the PB13 system, some teams will likely end up with a good leader AND a good civ. With snake pick, the first to pick teams are at least limited to just a good leader OR a good civ.

There's been discussion over this point and, in an attempt to help the mapmaker, what do we mean by "See Starts?" It can be interpreted as see all food tiles, all bonus tiles, or the entire BFC from where the Settler spawns.

Personally, I'd prefer the entire BFC, but just want to agree on something to give clarity to Serdoa. I'm also fine with leaving that choice to Serdoa, whatever is most convenient for him.

I presume those favoring rolling combos are presuming the PB9 system of cutting off the most powerful and most weak.

What about great spies? I suggested earlier not to put limits on their use.
